Not sure what the shelved pages are,
but there is a basic implementation to modify search engine in NTP on Canary
Oh set tabs aside, On Edge Dev and Canary channels, you can do the same thing using Collections,
the feature will eventually come to Beta and Stable channels too later.

I don't see the Search on new tabs uses search box
- You need to be on Canary channel, Version 82.0.458.0 (Official build) canary (64-bit)
and the search engine should be set to something other than Bing, only then that extra option will appear
