Not sure what the shelved pages are,
but there is a basic implementation to modify search engine in NTP on Canary

I don't see the Search on new tabs uses search box
- You need to be on Canary channel, Version 82.0.458.0 (Official build) canary (64-bit)
and the search engine should be set to something other than Bing, only then that extra option will appear- But I download the latest version on the official website. Where can I download it?
