I don’t see any issue with the Copilot Studio credit allocation from my side.
However, could you please check the Microsoft 365 Copilot/Cowork credit consumption and the prepaid Copilot Credits first?
As I understand it, the prepaid Copilot Credits are part of the tenant-level pool, and Microsoft 365 Copilot/Cowork consumption can also draw from the same prepaid capacity. Microsoft’s current documentation confirms that prepaid capacity consumption can include usage from both Microsoft 365 and Power Platform services.
