Issue on Copilot studio Credit Consumption
Hi @JProvOfficial, thanks for the troubleshooting steps.
I went through the checks and here is what I found.
The affected MOSFET_COMPARISON agent is running in the environment qp***or-playground-1, which is a Developer environment. In Power Platform admin center → Licensing → Copilot Studio → Manage capacity, the environment initially showed 0 allocated credits and 0 consumed credits, with approximately 45,993.8 credits available in the tenant.
I tried allocating 5,000 Copilot Credits to this environment and also tested the “Draw from the available capacity in my tenant” setting. However, clicking Save results in the error “An error occurred.
Please try again later.” The same error occurs when trying again after changing the setting. I also checked the Message consumption details and filtered for MOSFET_COMPARISON for the current month.
The billed Copilot Credit usage shown is 199.27 for M365 Copilot, 12,804.71 for Teams, 3,587.09 for pva-studio, and 599.29 for pva-studio. The environment-level capacity page shows the “Draw from the available capacity in my tenant” option, but saving the capacity allocation continues to result in the same error. I have also not yet been able to verify whether a separate monthly usage limit is configured for the MOSFET_COMPARISON agent.
I have attached screenshots showing the environment, credit consumption details, and the Manage Capacity error. Could you please advise whether this could be related to my permissions as a sub-developer/maker, or whether there is another tenant or environment setting that needs to be configured to allocate credits to this Developer environment? Thanks!
Hi Deepak017
Based on the details provided, I don't think this is a Copilot Credits availability issue.
The tenant still shows approximately 45,993 available Copilot Credits, and Microsoft states that purchased Copilot Credits are pooled at the tenant level and can be allocated to environments through the Power Platform admin center.
What stands out to me is that the error occurs when saving either:
- A direct allocation of 5,000 credits.
- The"Draw from the available capacity in my tenant" setting.
Since both operations fail at the configuration stage, the problem appears to be related to the capacity allocation process itself rather than actual credit consumption.
My first recommendation would be to verify permissions. Managing Copilot Credit allocations is considered an administrative operation, and Microsoft documentation indicates that appropriate licensing/capacity management permissions are required to modify allocations.
A few things I would check:
- Can a Power Platform Administrator or Global Administrator perform the same allocation successfully?
- Does the environment belong to an Environment Group with published capacity policies?
- Are there any organizational policies governing the"Draw from the available capacity in my tenant" setting?
The reason I ask about Environment Groups is that Microsoft recently documented that if a published Environment Group policy controls the tenant-capacity behavior, environment-level changes can be blocked and allocation updates may be rejected until the policy is modified at the group level.
I would also capture the browser network trace (F12 Developer Tools) or any correlation ID generated when the save operation fails. A generic message such as:
"An error occurred. Please try again later."
often hides a more specific backend validation or authorization error that can help narrow down the root cause.
At this point, my assessment would be:
- Most likely: insufficient administrative permissions.
- Second most likely: an Environment Group policy restricting capacity allocation changes.
- Less likely: a tenant-side licensing service issue or temporary PPAC backend error.
If a tenant administrator can confirm the assigned roles and whether the environment is governed by an Environment Group, that would help determine the next troubleshooting step.
Hope this helps. Let us know what roles the user has and whether the environment is part of an Environment Group.
Have a great day!
