Sharing an update on this - looks like this was because of the time needed for "propagation" following the Admin deployment/publishing of the agent.
We continued tests with multiple users & realized it took almost one week for the test results to be consistent (we did this across 20 users).
Unfortunately, there is no recommended time for propagation suggested by Microsoft so this would depend on individual cases. For now, I'm going with the window of 1 week & adjusting my comms and other activities accordingly.
