The issue you are facing is probably related to the ADK version. The ADK version you mentioned is currently installed, but it is not officially supported for Windows 11 24H2. You need to download the latest compatible ADK and WinPE versions from here and then update your boot image. The difference between the WinPE version and the target OS version can seriously affect policy processing times.
