Existing required application deployments policy is not sent to devices

We are experiencing this issue since last year, it appear to occur after upgrading to 2503.
We upgraded to 2509 and the issue remains, we can temporarily resolve the issue by modify apps to create a new revision but the issue seems to come back.
There is a hotfix upgrade for 2509 we will try next but I'm not hopeful from reading the release notes.
