MEMCM and Azure AD Premium

Hello,

I know this was a topic of discussion a while ago but I cannot find a definitive answer anywhere. To fully deploy MEM in co-management mode, does an organization need buy Azure AD Premium licenses for auto-enrollment if they are having licensed only MEM but not EMS?
