Allen my apologies. I named the files "MCT" when I should have named them "MTC". Those are screenshots of what I get when I try to sign into the Microsoft Tech Community with the account that I would like to recover. Notice that I don't get any type of recovery option. It just says account has been turned off.

Community Managertato386-MSA - I am afraid we can't see any information relating to that either, you would need to contact Microsoft account support (https://support.microsoft.com/account).
Sorry we can't assist with this but its not our service that's blocking login.
