Can't enable BCE for a subset of my 500 E3 users

Help.  For a subset of my E3 users I cannot flip on the BCE switch in either the M365 or AAD licensing section.  In M365 it says something about it being controlled at the organization level and in AAD I get something like "error. See details below" next to the little flip switch but there are no details below.  How do I fix this?

    Hello, thank you for reaching out. Could you please provide additional details on what you're experiencing:
    - Are your licenses Microsoft 365 unified skus or are they original skus (meaning a combination of O365, Windows, and EMS).
    - Have you previously turned BCE on or off using the aka.ms links (aka.ms/TurnOnBCE and aka.ms/TurnOffBCE)?
    - Could you also please provide a screenshot of the error message you're receiving? Thank you!
