Can't enable BCE for a subset of my 500 E3 users

- Are your licenses Microsoft 365 unified skus or are they original skus (meaning a combination of O365, Windows, and EMS).
- Have you previously turned BCE on or off using the aka.ms links (aka.ms/TurnOnBCE and aka.ms/TurnOffBCE)?
- Could you also please provide a screenshot of the error message you're receiving? Thank you!
