Azure Data Factory CICD

I have a Azure Data Factory in Dev Environment , without AzureGit/AzureRepo configuration. Looking for an End-to-End solution to deploy the same to QA/Prod with DevOps without using AzureDevOps as there are few restrictions on using AzureDevOps & AzureRepo.

Is there a way to attain the CICD for Azure Data Factory without using AzureRepo & AzureDevOps?

Requesting to share reference or example for same.
