Activating the protection service from Azure Information Protection

Activated Azure Information Protection Premium P1 and assigned a license to an user, but cannot cannot activate Azure Information Protection.
In the Azure portal the button "Activate" is greyed out.
In Microsoft 365 admin center > Settings > Org settings > Services tab > Microsoft Azure Information Protection > Manage Microsoft Azure Information Protection settings, this option is missing.
How can be activated this service?
