Creating a test environment that is separate from production tenant

Hello all, 

I am trying to do some design and tests before implementing into our production environment with tools like Azure gateway and Azure AAD to look out how best to implement a hybrid environment with on premise resources.

Is Azure Devtest labs the right tool for this?
