Seems this is a permission and role assignment issue in Microsoft 365 Admin that blocks adding shared mailboxes and viewing active users. Only accounts with the Exchange admin role (or Global admin with proper RBAC permissions) can create shared mailboxes, and the subscription type must include Exchange Online.
