Good morning! Microsoft has a nice writeup on modern charts with descriptions on how to use a secondary axis. I recommend taking a look at https://support.microsoft.com/en-us/office/create-a-chart-on-a-form-or-report-1a463106-65d0-4dbb-9d66-4ecb737ea7f7 and if this does not fix your issue, reply back with screen shots of what your chart setup is.
