MicrosoftAccess 2016 Runtime is a subset of Office 2016, installed with MSI (rather than Click to run). So if you are seeing the issue here it is because you have one of the two Office 2016 updates:
Office 2016: Description of the security update for Office 2016: November 12, 2019 (KB4484113)
Office 2016: November 12, 2019, update for Office 2016 (KB3085368)
The way to fix this is to install the patch for Office 2016 that has the fix:
