MBD created in 32 bit doesn't have any options to save it under File and no DataBase tool bar

If I attempt to open it in 64-bit Access I get the error message that states this database was created in 32 bit Access please open it with the 32 bit version of Access.

Are you using the Access Runtime, instead of the full Access application, by any chance?
