In Microsoft ACCESS, message appears that the Database that it is operating in Read- only
I am having an issue upon opening an ACCESS database (two in fact) that says that "the database is operating in READ-ONLY mode and that data can only be changed in linked-tables." I have tried to follow their instruction to save a copy of the Database but that hasn't helped.

Be sure the files themselves are not read-only and that you have write permission to the drive and folder they are located. If they are on a network path, you may be able to test if permissions are the problem by copying them to a local folder where you are sure you have write permissions.
