Error syncing Excel query to Access db: The operating system is not presently configured to run this
I have a new work computer that is running Windows 11, Office build 2202. I use Power Query in Excel to pull data from a local Access database stored on my computer (not OneDrive). When I try to refresh the query to pull new data, I get the error: "The operating system is not presently configured to run this application."
I can open the Access database no problem, it's just the query in Excel that's having the issue. It works just fine on my other computer running Windows 10 with Office build 2201.
I have tried:
-restarting computer
-repair Microsoft 365 Office
-online repair, which removed and reinstalled Office
Is there anything else I can try, or am I out of luck until there is another update?

I am fully updated to version 2203, so it should be resolved according to that article, but it's not.
