In November 2019 I installed update1903. January 15, 2020 tried for 1909. I read the issues of the "Enablement" and it seemed I could install the KB4517245 which maybe my interpretation is incorrect. After reboot, message returned at BSOD at 30% http://www.windows.com/stopcode.
My SETTINGS READ THAT I HAVE "Version 10.0.18362 Build 18362 OF WINDOWS 10. Microsoft.com indicates that after 1909 install it should read Build 18363. Settings returned that the install on 01/15/2020 failed.
The laptop is a Toshiba Satellite C55t-A5222 that was purchased with Windows 8.0, updated to 8.1, and then Microsoft itself, during a special, in person, upgraded the OS to Windows 10. Updates were current through 1903. Is the enablement package in KB17245, or is it in the 1903? It appears Microsoft.com indicates that it is not activated but in 1903, and therefore, when the KB17245 is downloaded, it should install. However, as it was installing, it read that it was 1903 again that was trying to install again. Is it overwriting, and failed to overwrite the 11/05/2019 version of 1903 that I already installed? Is the KB4517245 carrying 1903 code, incorrectly or is it interfered with, differently? Has the KB17245 been hacked or does the KB17245 EXTRACT to then reflect a different KB number from KB17245 such as the one that I see which my system indicates the KB4528760 update which it states is the Cumulative Update Failed to install on 1/15/2020 - 0x8024001eKB4528760?

Please advise what the http://www.windows.com/stopcode is. Is it THE MALWARE that caused the BSOD, or is it a hyperlink to a valid Microsoft peer that is attempting to identify the problem with the 1903 to the 1909 update?
I was offline during reboot.
Thank you in advance for any suggestions that will allow me to install the 1909 update, without the BSOD occurring.
