So there's really only one new web part .... I was looking for "new portal web parts". Also misleading perhaps is Msft's definition of "personalized". What we're after is a way for users to opt in to news from sites they follow (or by some other mechanism). We tested the recommended news for user option but it relies on the MSft Graph and returns a confusing mix of followed and recent posts which seem to have no rhyme or reason (similar to the issues people had with the sharepoint.aspx page). 

So what we want is a simple way for folks to opt in to the news they choose. The Msft Graph might work if followed sites got priority over published date which is currently not the case.
