Hi Dennis, 

Thank you for the ask! Yes, we do offer the image picker experience for the new Header & Footer image as background. You are able to select images from the Stock images, Web search, and Site:)

Hi TinaChen​ 

I found the root cause of this issue. When you create a new team site, on the right hand side under next steps, change the look here brings you to another Header, Design, Image picker as if you click on change the look in the settings menu (gear, right-hand top).
