I'm adding to my comment above.
The search engine may be improved, but we are talking about U S A B I L I T Y here. Microsoft Outlook is, at least partially, a database, and as such, it needs powerful search tools that support the user in the quest for knowledge.
I don't comment in the search engine capabilities. Personally, I have not detected any improvement in my ability to find what I'm looking for. Said that, What I have determined is that I spend more time writing the search question, trying to add the right filters with this damned drop box in the middle, getting frustrated by the fact that most of the time I need to click more, shrinking my screen because I click in the wrong place, etc etc etc.
My suggestion to the product team is to look at the telemetry around the search box, where is positioned, the additional actions the user needs to undertake to get to a search, etc, rather than looking on how responsive the search is.
Moving the search engine to the right position is an Usability issue. Please address it the right way, rather than onanistically continue to insist in looking at your own bellybutton.
