just to update . I have run the teams app under admin profile and run as well the fiddler , see below image" error exceeded connection count"  . Anyway, strange , only one device is accessing this mailbox per account . It  seems only ms can do the ews throttled thingy below. So far, we dont have any issue at all.

I just release the EWS throttling for your tenant. Can you check if the issue persists after 30 minutes?
