Microsoft Teams Connect shared channels is rolling out to public preview
actually this is only visible when you switch your teams client to public / developer preview.
Click on the three ellipsis left to your picture --> Info --> Developer Preview / Public Preview
After a re-start you'll have the option to create shared channels
