There is a lot of neat functionality even without Premium. Here is the feature breakdown: https://learn.microsoft.com/en-us/microsoft-365/places/places-overview#feature-description 

Core Places is part of all Business plans, all Essentials Plans as well as all O365 and M365 subscriptions - E, A and F plans. Not sure about GCC etc though. 

In Core, you get work plans, workplace presence, in-person events, hybrid RSVP, Places card, and with M365 copilot the managed room booking feature. 

With Premium, you get:  Places Explorer, Places Finder, desk booking, room checkin/auto-release, quick book, team guidance, intelligent suggestions and for IT: Space analytics. 

With both Premium and M365 Copilot, you get: In-office day recommendations and for IT: Space analytics advice from Copilot.
