Solving the case where part of text is English and other texts another language, would not be the easiest task to do. But have to try once more. Most likely they are asking to do factory reset without deeper analyzing, but how to get that done when devices are in different country than you. 
About the missing script, can I challenge you a bit? 🙂
I downloaded the latest version (4.9.12.1) of Room System. Extract that to HD. The files under:

Question is, should the ApplyCurrentRegionAndLanguage.ps1 script appearing from somewhere else? For me that would be the logical place for it, but of course it could appears from the store. But then it is not there either, as these devices are updated automatically. Or could there be a tiny possibility, that the file has drop out from the package?
