Petri-X the notice in the chat is given immediately when the video is created (i.e. when someone clicks stop recording during the meeting or when the meeting ends) so the chat should not be hidden due to inactivity at that point, and definitely not for the recording owner. When the video pops into the chat, the chat thread will show an unread message to anyone in the thread as well.
For people that leave the company, if the recording is in their OneDrive, the manager will have the opportunity to inherit the recording by inheriting their former employee's OneDrive. They will subsequently get an email if the recording expires and can restore it if they believe it's still needed. The intent here is that the recorder should know if the recording needs to be kept longer than the admin's default policy and make the change to the expiration date when they see the message in the chat at the end of the meeting, rather than waiting until a later date. If the recording was part of a channel meeting then the recording is stored on the team site backing the channel.
