What about user based web enrollment? Web Enrollment would be good for a consistent solution across iOS and Android when it comes out, but I don't feel comfortable enrolling a device and having the potential to wipe someones personal phone through Intune.

With the move to web enrollment for Android personally owned work profile devices, users will see an updated and web-based enrollment experience, but the management on the device will continue to be personally owned work profile management. You'll only have access to wipe the work profile, not the full device.
