I am currently experiencing problems accessing the "Terms of Use" and other areas of two tenants, even though I am a Global Admin on both and have just had an Office 365 support rep from MS arguing telling me that a Global Administrator, Security Administrator or Conditional Access Administrator must be licensed with AAD Premium P1 in order to configure Terms of Use, which has not been my experience as I currently have Terms of Use via Conditional Access configured, using GA accounts that have never been licensed.
What I've emphasised to him is that the requirement is for the tenant to have a AD Premium P1, P2, EMS E3, or EMS E5 subscription, not that the admin must be licensed with one of these.
Can someone from the Product Team or similar please confirm which is correct? If it is that the admin must now have an AD Premium P1, P2, EMS E3, or EMS E5 licence assigned, please advise at which point this changed.
