Windows LAPS is brand new and still being actively developed. Legacy LAPS didn't create a user account I would guess that is why Windows LAPS doesn't have that functionality at this time.
I suggest you upvote and comment on this feedback item if you wish for the in-box LAPS solution to be able to create the user account.
LeanLAPS is a very good implementation but at the end of the day, it is a community tool. There is no support associated with it and there are many organizations that won't use community tools for mission-critical or security related purposes. On top of all that, the LeanLAPS website links the announcement of Windows LAPS as an update to the original post.
