Jayendran "publicnetworkaccess" property is exclusive to the use of private endpoints. Vnet injection and Private endpoints are mutually exclusive, you can only choose one or the other. Since you are already using vnet injection, the "publicnetworkaccess" property is of no use to you, since that property is only used with private endpoints.
