I think yes. we may need to use Database Migration Assistant (DMA) for assessing and Database Migration Service (DMS) to migrate SQL server from on-prem or azure (I think as per your scenario, SQL server VM is just a machine for DMS. so that it can migrate sql server from azure vm to azure sql). sorry If I'm wrong.
