The most likely causes are either a different query plan used in your on-prem deployment vs. Azure SQL deployment, or a difference in allocated resources, or both. Please continue working with the Microsoft support engineer until the root cause is found.
As far as MAXDOP, the usual recommendation applies - start with the default (8), and then adjust down in decrements of 2 until your overall performance is optimal. But again, this is unlikely to resolve the issue you described.
