Per the above, the database configuration for the free preview tier should be "Burstable, B1ms Free trial," but in the portal when selecting the "free (preview)" as the hosting plan, the database server is configured as "Burstable, B1s". It appears that configuring the database as such results in a deployed database that is not in fact free. Charges may occur.
