Import KB4497165 to WSUS on Server 2016/2019 fail

We try to import KB4497165 on our WSUS on Server 2016/2019 without success.

Errorcode 80131509

Same for https://support.microsoft.com/en-us/help/4558130/intel-microcode-updates and https://support.microsoft.com/en-us/help/4494174/intel-microcode-updates.

In the past We successfully import Updates onto our WSUS.

Is there a fix for this?
