[Server 20292]Remote Desktop Connection Broker's database is deleted during upgrade setup

During upgrade setup of Insider builds, Remote Desktop Broker's database (RDCms) is deleted from Windows Internal Database. This makes Remote Desktop Management Service fail, forcing user to rebuild Remote Desktop farm.

This can be observed during upgrade to 20289 and persisted in upgrade to 20292.

@xmvmvmx Thanks again for reporting this issue. It should be resolved in the latest build (Announcing Windows Server Preview Build 20308). That is to say, upgrading from Windows Server 2019 to build 20308+ should not show this issue with the Remote Desktop Connection Broker database.

Now setup errors and rolls back. Seems RDWEB cannot correctly handle the upgrade.
