Windows insider program is empty
I am not getting any options when entering into Windows insider program, this is a new Surface Pro 8, I have tried all methods available so far but it appears the issue was not fixed.

Try open start and search for feedback and open the Feedback Hub app and report this issue.
Open start and search for cmd or Command prompt and right click and run it as administrator and then run the following command:sfc /scannow
Press enter and let it runs.

Downloading the ISO and updating in place should solve your problem.
