Windows 11 Insider on top of New Install

I have logged in and unregistered my email address for insider builds.  I have also just installed a fresh Windows 11 Pro Workstation edition on my PC.  However, the Windows Insider is still set to "DEV" channel and I cannot remove it.

 

No insider builds have been installed at this time.  It's still a fresh install.  But Windows Update is still trying.

 

How do I put a stop to this.  I don't think it will matter if I install Windows 10 or not.  The hits just keep on coming.
