Windows 11: Cannot download ISO from website and cannot update

I'm receiving an update error (Install error - 0x80073701) when attempting to update KB5016632. I've attempted to troubleshoot but without luck so now I'm trying to download the ISO file from https://www.microsoft.com/en-us/software-download/windowsinsiderpreviewiso

The problem is when I go to download the file I get the following error from the website: We encountered a problem with your request. Please visit https://support.microsoft.com/en-us/contactus/ for assistance. Refer to Message Code 715-123130 and Transaction ID 6263d910-ce7d-4119-9b90-212869ef7a9d.

The Contact Us link routes you to people who say they cannot help and provided a link to this forum instead.

Can anyone help me download the Windows 11 ISO Release Preview file so I can fix my updater or direct me to another source to download the file from?
