Agree with @KyleABurns , would also like to know resolution ETA.
Best choice w/o ETA for me will be to back out last insider dev update

Microsoft is working on this fix already. As per Known issues in this Windows Blog post:
Some Insiders are reporting error 0x80092004 installing KB5001030 – 2021-02 Cumulative Update Preview for .NET Framework 3.5 and 4.8 after updating to this build. We are working on a fix for a future build.

it's a known issue, I have the same problem.
Just have to wait for the next build to hopefully contain the fix.

@KyleABurns I got this with the latest release last night. As of now NordVPN will not load. Tested this on the other machines I use and they have previous build that are fine.
I don't mind working with pre-release but when the reply is "know issue we'll fix this in a later release" makes you wonder why bother...

I have the same issue. Build 21364 - 210116-1504
In addition, my BlueTooth Symbol in the Taskbar & Notification Center as well as in the Device Manager are all gone. I am also unable to add new bluetooth devises. Surprisingly, my Bluetooth Keyboard and Mouse are still working. Also, I am unable to turn on my Wi-Fi

I have the same issue on my dell xps 15 laptop, but not on my desktop with build 21364.1011 : 2021-02 Cumulative Update Preview for .NET Framework 3.5 and 4.8 for Windows 10 Version Next and Windows Server Version Next for x64 (KB5001030) - Error 0x80092004
