Unable to upgrade to windows 11 enterprise

Hi there,
I was trying to upgrade my OS from windows 11 home to windows 11 enterprise by using a license but when I tried to upgrade by pressing the change key option I was unable to do it. Like the cursor would show a rotating icon then nothing would happen. Is there anyway I can do it in the OS itself or am I supposed to downgrade to windows 10, upgrade there and then come back to windows 11?

    The only way to upgrade to the Windows 11, is to join the Windows Insider Program and then join the Dev channel and install all updates and in case your system is ready you will receive an offer for upgrade.

        That is expected, because Windows 11 is still under testing and development and licensing and upgrade using product key is not the test case at the moment. However, please send a feedback through the Feedback Hub app and report this issue.
