Unable to drag files to taskbar programs

Before in Windows 10 i was able to drag for example an MP4 file from file explorer to a minimized video editor. In windows eleven i get a :prohibited: and nothing happens.

Rather, it no longer works in Win11. - there are a lot of changes.
Apps don't have access to the taskbar
