The i5-12490F runs Windows 11 25H2 with lag

My system is configured with an i5-12490F and runs Windows 11 25H2, but it doesn't feel very smooth. When playing CS:GO, the mouse always lags for a few seconds, and sometimes the interface freezes when I click on widgets. Is this a hardware issue or a system optimization issue?
