Interference from Other Programs on Global Hotkeys for Specific Software

I have encountered a problem with my custom hotkeys in Foobar media player where they do not work when certain other programs' windows are maximized, such as task manager and HWMonitor. This issue did not occur on Windows 7 with the same custom Foobar setup. It seems that the other software with UAC icons in their thumbnails are interfering with my hotkeys. While I can run Foobar as an admin to work around the issue, it creates a different problem in Foobar that has no solution. Ideally, I would like all my programs to run at the same permission level to restore Foobar's functionality as in my Windows 7 setup.

 

I am unsure about how permissions work and concerned about causing system errors. One potential solution I am considering is using tweaking software to reset all permissions and check if it resolves the problem. Previously, I attempted to adjust folder permissions, particularly in program files, to stop UAC prompts when the system was new.
