Intel Rapid Start Technology - stops working after build update

For a few builds now (18990 included) Intel Rapid Start Technology (IRST) shows up as "Intel RST service not running". IRST is an Intel application that Dell included my laptop. It uses a small SSD to accelerate a standard HDD.
If I go to the vendor website for my laptop and download/install the original application, IRST works again. However the next Insider build update breaks it again.
Should I keep reverting back to the old app/driver after Insider updates? Is this an issue something that Microsoft will be likely to fix?
The driver version after the 18990 update for Intel(R) Chipset SATA/PCIe RST Premium Controller is 17.5.1.1021
