GSOD During Update to Release Preview 22H2 (One Two Different Machines)

I have an HP desktop and a Surface Pro 7. Both machines have the same GSOD error while updating to the Release Preview version 22H2. It happens around 95% complete on the update.

Windows Update is showing the message "We couldn't install this update, but you can try again (0xc1900101).

I have tried multiple scans to repair damaged files, cleared Windows Update cache. Unenrolled in Insider and re-enrolled. Reboots, ISOs, just about anything I can think of. Stumped as to why this is happening on two very different computers.
