Ensure that your device meets the minimum system requirements for Windows 11,

Compatible 64-bit processor4 GB of RAM 64 GB of storageTPM version 2.0
Secure Boot capability DirectX 12 compatible graphics / WDDM 2.x
Join the Windows Insider Program

Make sure that you have properly registered for the Windows Insider Program:

Go to Settings > Update & Security > Windows Insider Program.
Make sure you’re enrolled and have selected an appropriate Insider channel Dev, Beta, or Release Preview

You should upgrade the motherboard with a TPM 2.0 chip that required by Windows 11.
This PC does not meet the system requirements of Windows 11. You need to upgrade the hardware or stick to the current OS.
Check System Requirements:

Ensure that your PC meets the minimum requirements for Windows 11:
1 GHz or faster processor with at least 2 cores on compatible 64-bit processor or System on a Chip (SoC).
4 GB RAM or more.
64 GB storage or more.
DirectX 12 compatible graphics with a WDDM 2.0 driver.
TPM version 2.0.
Secure Boot capable firmware.

2. Join the Windows Insider Program:

Make sure that you are enrolled in the Windows Insider Program and that you have selected the appropriate channel (Dev, Beta, or Release Preview).

3. Update Windows:

Ensure that your current version of Windows is updated to the latest stable build. Sometimes you may need to apply an update before you can upgrade to an Insider build.

4. Check Insider Settings:

Go to Settings > Update & Security > Windows Insider Program and verify that your Insider settings are correct.
Go and buy a new TPM 2.0 chip. This error would pop up again for further insider build.
This is only recommended for advanced users who know how to deal with the computer parts. It could easily mess up the device for incompatible hardware. In fact, there are many free ways to help you install Windows 11 without TPM chip.
Go to Settings > Update & Security > Windows Insider Program and verify that your Insider settings are correct.
This steps didn't works for me, I tried!
This won't work as TPM 2.0 chip is required to run Windows 11.
Is is safe to add a new TPM 2.0 chip to motherboard?
Yes. Ask the support first before placing the order.
