Cortana Voice Issues

Hey guys, I've got some news to report from Windows Insider Build 19013 from the Slow Ring: Cortana is nice with the new typing stuff, but the talk-to-Cortana currently does not work. See here:

Is there already a fix for this or is it unique to my PC?

Also, totally off-topic, but if I want to report feedback should I start a new conversation here or try to start a topic in the Feedback Hub. Which would get more attention?

As support told me it's common problem, if you want to resolve you have to refresh windows.

Same for me.  The text works, but the microphone icon doesn't.
